The job market in Korea is very tight. Youth unemployment is at all-time high. Because of the sluggish economy, companies aren't hiring new employees. on the contrary, they are laying off workers to cut costs. As a result, many young people are spending a lot of time preparing for employment and job hunting. Also, many people who used to work are between jobs. Job-seekers study languages and obtain certifications. That way, they can build up their resumes. Some dishonest people even pad their resumes. A lot of Korean youngsters are also studying to take civil service examinations. Job in government agencies are considered to be stable.
